How likely is that a graphics card arrives DOA?

I sold a eVGa 7950GX2 1G on the "bay", the guy that bought it had very good feedback so I was quite happy about it.

Well, the problem is that the card arrives and he sends me this message:

Hey Gabriel,
I got the card today and installed everything but when I plug my monitor in it tells me NO SIGNAL DETECTED although my device manager recognizes the card. Can you help?

He then tells me that he has got a crappy PSU (ColorsIT 500W) so I say change it for something better and try it but still no luck, try in different mates computer and still the same problem.

THe card was working 10 minutes before I packed it up, so I know it works. I have also checked his latest transactions on the bay and he has sold a 7800GT that was laying on the floor and bought a 7950GT 512 and also sold a 8500GT.

So, what are the chances that a card breaks down whilst shipping ... ? I sent it with Royal Mail Special Delivery 1pm.

I am not too worried as the shipping with Special Delivery has got insurance.

I know sometimes you buy from a shop and the item arrives broken but I think it was probably broken before it was sent. What do you reckon?
 
If he gets no signal on the monitor then how can he tell that its recognised in device manager?

Ask him to return it and tell him if its not faulty then he will be getting the card back and not a refund
 
Well, he also says that he tried it in a mates computer and it didnt work. I dont really know, he is going to return it, but how do I know he hasn't dropped it or something like that? :(

THe guy has thrown the packaging to the bin and they are asking for that too! :(

I just spoke to a mate of mine and he says that he would have a look at my rig. He's in Ireland working until Monday so He'll come over on Tuesday. I wait with any returning untill then if that's OK with you. I am still hoping that someone can get the card to work on my rig.

Similar thing happened to me when I sold a 2900xt on the bay, but it wasn't until after 2 months when the guy contacted me explaining he'd been out the country doing a bike ride for charity, so he'd only just been able to test the card, and that it was definately faulty / wouldn't boot.

He insisted he'd tested the card in his mate pc as well as his own along with three psu's, eventually he wore me down so I asked him to return it so I could log an rma, obviously explaining that I'd test it first. Sure enough he sent it back the following day, and what do you know, it worked perfectly!

I uploaded a youtube video of myself installing it, as well as it running a few games. I then emailed him the link explaining it worked fine, which to my suprise he replied with utter joy and the deepest of apologies (as he'd been quite rude in prior emails).

Unbelievably after seeing my video he'd realised that he'd only been using one pcie connector coupled with a 4 pin motherboard connector to try and power the card!

I sent it back the following day via special delivery and wasn't even bothered about being reimbursed for postage, I just happy to be shot of the card, and him.

I guess the moral of the storey is that your card is probably fine, it's just there's a lot more people than you'd expect who run highend kit and actually haven't got a single clue on how solve the simplest of problems.

The thing is that if its broken, I could probably log an RMA with eVGA, but I bought this card off a member from here ocUk about a year ago, so i dont really know how to proceed :S
 
If it does turn out to be faulty can you not contact the member you bought it off ?

Also, as Meatloaf said, ask him how he can tell its recognised in device manager if the monitor isn't giving a signal.
If he gets no signal on the monitor then how can he tell that its recognised in device manager?

The only thing I can think of is he's running multiple monitors, but I don't think SLI supports multiple monitors, if that's the case then he'd need to disable SLI to get the second monitor to function.

If he's only running one monitor then it might be worth asking if he's tested it on both the cards dvi ports.
 
He is running a board that supports the GX2 (theres a few that don't) ? - tho as he says the card is seen in device manager that is kinda odd.

if he threw the packaging away, then say. sorry you shouldnt have done that/ cut off the phone / keep the money
