This page will be the most complete but will include most DLC (which is usually shown as separate games) + game betas + free games that you installed on Steam in the past + duplicates for Mac/PC + games that are no longer available to purchase on Steam -

In short, it's not a good indicator of the number of games you purchased/own on Steam.
This will show only games that are paid for, excluding DLCs and titles unavailable in the US -

The pricing will depend on current full US (or UK/EU, depending on what you choose to be shown) games prices excluding any temporary discounts. So to speak, it shows how much you would need to spend now to buy your (almost) entire library in $/£/€ if there were no discounts/sales available.
Some games might be missing from that listing, be it for them not being available to purchase at the moment or some other unknown reasons.
I've checked my list of games and ARMA 2, Prey (not available on Steam), Tropico 3: Absolute Power, Team Fortress 2 (gone F2P) were not included in the listing.
Lastly, your Steam Library - All Games will present to you all games you bought on Steam + the free ones that you currently have installed + game betas (TF2/CSS/possibly other ones as well) + Non-Steam titles that you added on Steam.
