Until you hit diminishing returns.

To start with, to go up by x MHz will need little/no voltage increase. Then to increase by the same x will need a little voltage. A short time after that, another x MHz will need a lot of voltage. The optimum point is roughly where it changes from needing little voltage increases to where it needs large voltage increases.

This is still subjective, different people will have different ideas as to what's a large, and what's a small increase. It's a sensible rule of thumb to stick to despite this.

your 2700K on an asrock Z68 Extreme4 will easy get 4.6 mate. Use the onboard overclocking profiles to get 4.6 and once fully tested lower the vcore using offset mode (or just leave it on auto like me!) ;)

The 2700k can actually do more but you will be limited by the cooling of the H100 above 4.6
