How much tubing do I need?

I'm building water cooling setup for the first time in a standard size case (V1000+) with the rad to be mounted outside the case. How much tubing do I need to get?
One more question: 3/8" is the same thing as 8mm ID?

So if the waterblock comes with a barb fitting of 3/8" the the internal diameter of the tubing needs to be 10mm, is that correct?

I've purchased the Swiftech MCP350 12 VDC Pump with the Alphacool acrylic top which I think comes with both the 3/8 and 1/2 barbs. I havent purchased the blocks yet but I want the Swiftech Apogee Extreme and Swiftech MCW60-B VGA Waterblock. I think they come with just 3/8 fittings. How easily can they be changed to 1/2 fittings?
 
Buying the right tubing in UK is a pain in the a*s. I've decided to go for Tygon ID 7/16" (11.1mm) + 5/8" (15.9mm)tubing. Is that a right choice?
