how safe are programs like HSF HTTP File Server

Pretty easy. Nginx is easy to use too, although it only supports static content.

Any reason you dont just want to use a XAMP/LAMP install?
Would be the easiest and fastest way.

Personally I would reccomend that you don't do this if you're not sure of what you are doing. A misconfigured web server is a fast track ticket to being hacked.

Perhaps if you want a low volume website you could consider a wordpress.com site? You will have far less to worry about
