how? site design

Ive been having a browse over at zen garden while on my way to web design enlightenment and seen this page http://www.csszengarden.com/?cssfile=/200/200.css&page=0 im just wondering how they make the sort of art used within that page, what sort of programs are used and are there any guides to that sort of stuff?

It's just pretty basic photoshopage for the design, the person has used gradiants for the background, saturated some pictures of trees, and used grunge brushes for the edges

And HTML + CSS for the coding

Does the newer versions of PS still have slice in it? And does it convert to div/css for you?
I remember an old version you could get the slices put into tables...?
