How to add an outline around an image?

I've got this image:-

What I'm trying to do is change it so its not filled with black, but white. And therefore has a black outline. How can this be achieved in either PS or FW?

Select using Magic Wand and then use Compress in the Select > Modify menu

I don't see a 'Compress' in the Select or Modify menus of Fireworks?

Yeah, PS CS3. I'll open it up in Photoshop and give it a go.
