So say you take a head from pic A and paste it into pic B, do a bit of cloning/adjusting etc. Well it's easy enough to line up the angles but 99% of the time the colour balance if obviously different, is there a technique to correct for this, maybe sample the original pic with some algorithm and apply it to the pasted portion, you could also use various filters such as grey scale or some other filter but how do you balance the tone for the pasted section to the tone of the original pic?

Image > Adjustments > Match Color...
It's not a fully automated algorithm, nor is it the most accurate method, but it can quickly get you in the ballpark for tweaking manually [channel curve/level adjustments etc].
