How to build a tiny network?

Hello. So, I want to connect my second PC to my other one downstares so that they are able to share the printer, files and what not. This is how it's currently connected.

PC1 > Connected to a Router > Ethernet cable from the router to PC2. So they are sharing a 20meg internet connection.

Simple right. So how would I go about being able to share resources and files?

Alright, so I used the network wizard, there both connected to the same workgroup nammed 'MSHOME'.

Yes, the the printer I wish to share is a USB connection and connected to PC1(The one I'm not using).

So I went into Control Pannel, Printers, and set the printer to share. Yet nothing works, is there some more settings I need to enable?

I do all the above, when I try to add a printer to my second PC, it can't find it.

If I ping the other computer, I don't get a response anyway: ping 192.168.1.4

(192.168.1.4 = First PC with printer)
(192.168.1.3 = Second PC)

I done everything exactly as said, and read the same things on Google aswell. =\
 
In fact, I get a response if I ping PC2 from PC1, but not the other way round.
