How to calculate maximum speed?

I've hunted around the samknows website, but I can't find anything about this. How do I find the maximum speed that is available to a given house? Because ISPs will quite happily sell you 20Mb broadband whilst knowing full well your line is only capable of 2Mb, for example. But where can I find this info?

There's an estimator in the sticky, if you know the sync rate, SNR margin and attenuation for its current ADSL service. If you don't, or it doesn't have an ADSL service, there's no way of knowing what you'll get.

Line estimate and which ISPs are available checker there, wouldn't say it's that accurate but gives you a bit of an idea.
