How to change LED colours?

It will normal be the software that comes with the motherboard, all depends on the manufacturer to know what it will be

But you do have the likes of SignalRGB and OpenRGB which will be able to control them as well
 
The case fans can be controlled by the reset button, according to the case description, but not sure how you stop reset from uhh, reset.
