I have a wired network as my wireless signal is poor.
My brother is a PITA and thinks that my pc is downloading all the time and unplugs the network cable sometimes, which if I catch him doing it hes dead.

Anyway, is there a way of configuring a Vista PC to connect only by wired ethernet and if that ethernet is unplugged then and only then connect via wireless?

If you have both a wired and a wireless connection configured and connected, the stronger of the two (normally wired) will take priority until it disconnects. Unless your brother switches off the router or turns off the wireless, it should pick up the connection straight away with minimal/no break in service.
