How to create a HTML email in Outlook 2003 ?

I have been tasked with creating a HTML email for work. Having a quick browse online to see what the standards are and stuff and all seems fairly normal. The only thing I cant figure out is once I have created the html document how do I create the actual email using Outlook 2003 ?

I create a new email then what ?

Lol, I thought Outlook email was HTML by default. So...work have given you the challenging task of pressing the "new email" button!

Can you describe a bit better what exactly it is that you are trying to do.

Or put it another way, they've tasked the OP with ensuring that their messages get flagged as spam

Well i should have maybe explained myself a little better. I am trying to create a newsletter type email. Kind of like the ones you would recieve from big branded companies showing their latest product offerings.

So I want to be able to create the web page look in something like Dreamweaver and then setup a email template using the raw HTML but I cant see how this is done using Outlook.
