How to create a webpage in flash CS4

Okay, ive been flitting around with different odds and sods, but have finally TRULY decided

on what method to use.

However im not sure if its possible.

I wish when someone loads up the webpage for the website background to pan out (eg so you can see more of the picture) before the options at the top come and the text box appears.

Anyone got any tutorials or useful things to search for on google, as im found wanting atm.

P.s I have got the Adobe CS4 suite, so anything based of this would be great.

Ah well.

I can create the page, I just dont know how to make the picture zoom out so to speak.

Thanks for the advise unknowndomain, i'll check it out now.

Basically for the interactivity for my webpage, I wish for the picture that I have to pan out (eg give the impression someone is walking backwards in my picture so they can see more) before the actual webpage engages.
