How to dial this number?

Seems like a straight forward thing to do but there is a slash in the number and can't seem to get it working.

This is the number it is a german. Any ideas, i tried different combinations but can't get through.

Not quite true. The exit code for the UK is 00, not for every country. USA is 011 I believe.
