How to drop idle voltage - MSI GD65

if you were to set a cpu core voltage to say 1.3 rather than Auto, how would you get the voltage to drop back to circa 1.0 on idle at 1600mhz?
 
I know you can use offset mode to do this, but I have not figured out how to put a "cap" on the maximum voltage allowed. It seems a bit scary that at any point the voltage could shoot up to death mode for the CPU, then again it might never do that but I would like to have the option to set a max.

enable speedstep and c1e, that way when the cpu is being used it will drive upto your specified volts and clock then throttle back when not in use

I don't know if it's different with Sandy Bridge but the voltage certainly does not lower in low power states if you overclock with fixed voltage in BIOS.
