How to find a webpage developer?

Say I had an annual budget of £500 to spend on a website(only a small community site), say a couple of hours a month.
Would that suffice?
What could I get done with that amount of money?

Is it even feasible?

Well, I set up the site and have a friend that updates the front page, but it's quite time consuming as there's no auto update type CMS system.

So I'm trying to understand how best to progress it really.
Do I pay someone £500 to setup a front page with CMS that integrates with forum etc, or do I pay someone £500 over a year to provide updates.

I setup the phpbb forum and that was easy enough for me to do, but integrating it into a frontpage CMS system... where do I start?
