How to fix I/O device error?

So, after constructing my PC, I turned it on and the HDD is not showing up on the BIOS screen. Fortunately I had a SSD, so I installed the OS onto that.

Then I went into disk management, and I can see the HDD on there - it is classified as Unknown, Unallocated and Uninitialized. I tried initializing the disk according to instructions given in tutorials I have looked up, but it says that the operation cannot be completed due to an I/O device error.

Anybody have any ideas on how best to fix this? I have tried restarting the PC, and that hasn't fixed the issue.
 
Don't waste your time trying to fix it, normally means the drive is faulty.

I spent ages trying to get a HDD working with that error and nothing worked. I still have the drive.

is the HDD a new drive or one you have had while?

if its new send it back or RMA it
 
That behavior is common when the FAT is corrupt. Data may be intact. I had a similar issue last year and recovered 99% of the data, and the drive is back in use. There are a few threads on the issue.
