How to format my Laptop (Not that a stupid question)

I have a Toshiba laptop that's a few years old, and had to reformat it - only problem is that 38% into installin Xp on this laptop the whole thing crashed. Now when I try to reinstall Win Xp I have a problem and get a blue screen with partmgr.sys error message.

Now I would like to format this partition and maybe delete it and create it, but I can't get far now into the Windows setup due to that error message. So are there any good freeware programs that can be put on to a CD and booted from the cd drive at start up that can format and partition a hard drive that's around 15-30GB in size.

I hear GParted can do something like this, but does that have the ability to format a partition.

All help/advice is welcome.

It's a Toshiba laptop with a Toshibia ATA 2.5 harddrive inside it.

I just need a tool that's bootable and can format *** partition.
 
Even if if you format the drive, the fact that Windows setup couldn't do it means there is a underlying problem, most likely with the HDD itself or the RAM.

Solve the problem not the symptoms :)
