How to format partition to Fat32

I just partitioned my Western Digital 250Gb into 2 partitions. One 139GB and my 90GB for media. I want to play this media on my Xbox 360 and it needs to be in FAT32. I tried the format option and it only comes up with options for NTFS or exFAT. Any help please guys? Do I need some specialized software? Edit - Does it need to be under 32GB and will exFAT function in the same way as FAT32?

or you could use acronis or likes of to get the size and format you want.

You should be able to format that partition to FAT32 using fdisk from a Win98 startup disk or a boot cd.
