How to get USB2 to work?

I've just installed a new montherboard and done a fresh windows XP installation. I've got service pack 1 which should have the USB2 drivers on at the moment and the but when I connect a USB2 device a pop up box says I don't have USB2 running.

How do I get USB2 working?
