how to i fix this, it's annoying

Could be graphics drivers? Have you installed the latest ones?

Would not having Aero enabled make this stutter happen? I've had it happen to me in the past because I didn't have the right drivers installed, or I forgot to uninstall the old ones first. Could be something else? Your screen resolution does look rather big too for the size of your monitor? So i recommend uninstalling any old monitor drivers if any, finding the latest Graphic Drivers for your on-board graphics or dedicated card and see if that solves the problem?
 
on board gpu whats the highest res you can set it at ? try various resolutions cause that does look low or you have scaled text and icon size way large from what it looks like

With his monitor, it should auto detect the highest resolution, that definitely isn't 1920x1080 though. I just think it's the drivers as i have had that happen to me so many times, on a fresh install of windows, and inserting new graphics card, or not installing drivers properly. :confused::confused:
 
Good! What card you getting?

i acutally had ordered a gtx 680 palit jetstream from another site (simply being because oc uk didn't have them in stock at that particular time)

funny thing was..the card was faulty (just my luck) sent it back waiting for refund cba with another one from them.

So i'm back to square one lol...what to get...that is the question
