How to improve my temps and cooling ?

Im wanting to improve my temps and cooling, I get 31c on average, ive seen others with 20c so i was wondering how i could get lower temps.

im using a 360 gt stealth rad , phorbya 250 res, ek supreme cpu block and a ek 4.0 pump

Lowering your ambient temperature will reduce your overall temperature. If you're going to compare your temps against a review, note the deltaT rather than overall temps that will give a base for your comparison (overalltemp - ambient = detla)

Ok, well my room tem is always warm so that could be a reason.
