how to install a BIOS update without windows installed

but his fix hasnt worked for you so cant be same problem,there is 2 revisions of this board 1.0 and 2.0
it should tell you which revision you have on the board above the top pci-e slot or below it have alook and see what you have
 
you know when you said it starts up and goes to bios but then restarts etc can you see what bios you have already like F7 or FC something like that

I had exactly same issue with my GA-Z68XP-UD3 and i5-3570K. The problem was the old BIOS version, which didn't fully support IB CPUs, so I had to flash a new one. You can't do this with your CPU, because it keeps rebooting and you are not able to start the Q-Flash. You need to get a SB CPU and then flash a new BIOS. The BIOS version you need for your new CPU is at least "FC" in your case, so check the version you have. Be sure to reset your BIOS after the flashing and then load optimized values. It should be able to boot up with your new CPU properly then.
 
Bios update solved my problem... shame on Asus really for not making Rev 3 board compatible with all new IB processors.
