How to install CPU /watercooling unit

hi i know i sound stupid erm
I have to reinstall my processor into my quad water cooled pc, obviously i have to clean the residue from the processor,

1)Do i remove residue from water cooler heatsink and re-apply to it as well as cpu ?

2)When applying the thermal compound artic silver to the processor I then have to install it into the motherboard slot, to open slot on board you have to push down and lift up lever to open slot bay, but what i dont get is the slot bay has a black plastic cover covering the cpu once installed so does the watercooling unit rest on the plastic cover and not directly on cpu heat sheild, sorry i know it's basic stuff to you guy's but i 'm not technically minded.

By 'residue' do you mean the thermal compound? Just apply it to the CPU

Plastic cover is like an anti-static something or other. Says what it is in your motherboard manual. It has to be removed. CPU watercooling block then touches the CPU heat spreader.
