How to limit downloads for other network users?

Hi all i have a bit of a family problem. We have just moved to a new internet provider which is limited, The problem is my younger bro has learnt the wonders of P2P and torrent downloading and is absolutely killing our internet and monthly download limit hitting about 4GB a day :eek:

So i need to somehow place a limit on the amount he can download to about 50MB a day ;) i have had a look at netlimiter but that seems way over complicated for what i want. Unfortunatly my router cannot limit the quantity of traffic either so does anyone have any idea of the simplest way to limit the amount he can download from the internet?

p.s also there is a good change i might be upgrading our ADSL modem/router
soon so does anyone know of one that comes with full admin options to limit downloads based on the users IP's / MAC code -- My current one can only limit the time you can access the internet not the amount you can download :(

thanks for the advice, just curious i have a Linksys WAG54G (one of the original models) and was looking at the DDWRT firmware for it, but wasnt sure if it was worth upgrading. Does the DDWRT firmware allow me to limit the amount a user downloads then?

If not then i guess netlimiter it is :)
