How to lock games at 30fps?

I am taking my laptop abroad for 6 weeks and will use it for gaming- trouble is, it is not very powerful and is quite loud and hot, so does anyone know if there is a way to lock games at 30fps to keep the noise/strain down where possible? Radeon Pro's double vsync doesn't work for me (unless I am doing it wrong).

HP DV3 Pavillion 4100sa 14"
Intel 2.0GHz Dualcore
4GB DDR3
AMD mobility 5470 + Intel HD switchable graphics (so forced to use old drivers- 'driver packaging version: 8.771.1.4-11-126a-114143C-HP')

Can't remember which off the top of my head but IIRC the latest version of either MSI Afterburner or EVGA Precision has a framerate lock feature.
 
The only games I can think of with a frame limiter are Halo: CE and Portal 2; I will be playing games like Tomb Raider A/L/U, Mafia II, GTA:SA, CoH, Bioshock, Oblivion...

Saw an earlier post about MSI Afterburner, having a play with it now trying to find the double vsync settings at the moment but no luck.

Mafia II, Bioshock and Oblivion can be framerate limited but it requires messing about with config files by hand.
 
MSI afterburner has a frame rate limiter. Open MSI Afterburner, when it opens, at the bottom right of your desktop where the clock and bits and bobs icons live, you should see 'MSI Onscreen Display Server' icon (sort of a jet with a purple 60), open this, click on the adjustable spanner type icon lower top right, frame rate limiter is bottom of the window adjust to suit..
If you can’t see the ‘msi display server’ icon look in your ‘show hidden icons’ prompt, should be in there..
