How to make a graphic like this in PS or similar?

I have just bought a template and the graphics are styled like that. I've also bought some photographs but want to keep with this theme.

I've had a look at effects and borders but I can't get it. It just looks like a 4 square curved border but i'm not very good at graphics work.

Also another question what is the best flash website editor out there or is it best to just use flash and place it all on the website?

Thanks for the reply, tried it but I couldn't get it to work

In the folder it looks like there are some template squares the same size as those squares:

Is there anything I could do with that to make it easier?

Here's an example pic, if you two can have a go and if it looks similar to the 1st pic let me know exactly how you did it It doesn't matter if you cut bits of the pic out, this is just for testing
