How do you make website graphics such as backgrounds etc?

But what I don't get is say you want to make a background in photo shop, how do you get the dimensions right. For example how do you get it so that borders fit around the margins on the actual web page etc?

Use photoshop and use guidelines when designing the site, use selection tool which will by default snap to the guidelines so you get it exact everytime. Then you can set about doing the CSS. That's the way I do it anyway

Is fireworks better to use than photoshop?
