how to make this document - word/publisher/something else?

need to make something like this and have no clue how. trying in word but it's not coming out too beautiful so would apprecaite some advice how to make it. thinking word or publisher but open to all suggestions

I'd find doing something like that a lot easier in Photoshop.

me too but figured for future changes that it'd be better in a word style program. if made in PS how would the text look when put into a document as an image and then printed?

have you considered something like powerpoint to do it? it would be quite easy to do and then pdf it afterwards and everything should be in high quality (vectorized i think).

InDesign or Illustrator tbh. Both give you far more control over positioning and layout than Word and work using vectors, so no messing about with Photoshop's autoshapes.
