how to make vista auto adjust cpu speed?

i have a ibm t60 laptop which i dont require to be running at the full 2ghz all the time, so im using a program called NHC which among other things like undervolting/fan control, theres an option where you can change clock speed automatically (like speedswitch xp for example) but its currently broken in vista in that it doesnt automatically adjust the speed when the machine is idle.

in vista, if i set it to use a 12x multiplier as maximum, it will stay at 12x all the time, idle or otherwise. the same program with the same settings in XP will idle at 6x and goto 12x when needed.

i know theres an option in vista's power management to change clock speed but that doesnt auto adjust, so if i set max to 50% there, it wont ever go higher that 1ghz.

releases for NHC seem rather sparse, so anyone have a solution?
 
i would let vista do it, but i had previously purchased a licence for it when i needed it or xp, but its useful for being able to undervolt on different mulitpliers and control the fan speed/when the fan comes on.

i dont know why, but installing RM clock seems to make NHC work (ffs!), so until NHC is fixed, i guess i'll have to have both loaded.
