How to message another forum member?

It's "Angilion is a numpty" time again. I can't find a way of messaging another member with the new forum software. I know it's now referred to as starting a conversation, but I don't know how. I tried "start a new conversation" in the conversations drop-down menu but just got a message saying that I couldn't start a conversation with that person. Am I, in the immortal words of the internet, doing it wrong? Is it something they set? I also can't find any mention of it in the help section for these forums.

Oh well, it wasn't particularly important.

EDIT: In case anyone is actually wondering, the reason was that someone here mentioned something about PC hardware that involved a company other than OcUK and therefore replying to them on the forum wouldn't be appropriate.

do you not know how the "report" button works ? :D

i think if your "new" you can not send / receive messages privately "unless" its from a moderator team ?
