how to pinstripe

hi,
i want to add a pin strip to my background i have a vaige idea how to do it but cant seam to get this to work

it seams to be off by a few pixals when i put it in a website.
i need the line angles to be as they are.
one needs to be #8bbaee
and the other #99ccff
if some one has time to do it thanks.
