How to re-enable Mac dock preferences

So in revenge for spiking his pepsi with nagu chillies the sysadmin (he basically dared me to, it was hilarious by the way) has disabled the dock settings on my Mac. I have admin rights, does anyone know how I might re-enable them?

That's been disabled as well :S.

I can't see any menu bar option under system preferences :S. Actually the Dock settings are greyed out under that menu as well.
