How to replace a fence?

So I have a small front garden that is shared with the neighbour in the other side of my semi detached house. The fence blew down in the high winds we had, I put it back up, it's fallen over again.

There is a single row of bricks under the line of the fence. The wife wanted to build a small wall, but the row that is there goes down a long way and it'll make a huge mess of what is there now.

Is there any other option? Clearly the panels and posts aren't strong enough as they are.

Nah, you'll see why if I ever get on a computer to upload the pics but the fence us only a low one, it's just 2 panels.
