how to resize an image without losing quality?

HI :)

I had a logo designed for my site for which the designer forwarded my jpgs, gif, TIFF and PSD files

I basically need to resize the Jpeg file to 75% using (PSP) but when I save it, those blocky grains keep appearing :(

How can I resize the image without loss of quality?

Ideally, you need to have the image in a non-raster/vector format like from Illustrator, SVG and so on. These formats can scale infinitely without loss of quality. A good designer should really produce logos in a scalable format for exactly the reasons you need.

I'm not a PSP user, so can't recommend specific options to try, but you want to be resizing the image using the 'bicubic' option for resampling when it is resized. Have you tried opening and resizing the TIFF? It may well be a higher resolution version than the jpeg.

Does the blockiness appear immediately after the resize or after you save the image? If it's the former then try a different resize method as suggested, if it's the latter then it's likely that the JPEG quality factor is set too low when you're doing the save / save as.
