How to setup a CSS Server?

I have never had a server before but I would like to setup an Office server.

I see that I can rent one etc but how do I control it? I would like to restrict weapons (awp, auto) How do I allow other people to have some authority? Do I need Mani admin mod and how do I add it to the server? I will probably think of some more questions as soon as I post Submit.

Edit. thought of another question. Most people seem obsessed with their stats, do I need anything so people can type rank, session and all that stuff?

Yup.
First of all what do you plan on installing it on?
If its your home PC and you want access to the internet, then its not gonna be very good im afraid. Otherwise you rent a server (In which case your provider installs the basic css server) or you rent a dedi box and do it all yourself.
