How to stop window title bars from snapping in Win11?

So I'm trying to get a 1080p window to display on a 1080p screen. And if I click the title bar and drag up so that the bar is off-screen the rest of the window dispalys perfectly.
But... When I let go of the mouse the title bar snaps back down to display its full size. Which means the bottom of my window is off screen.

Anybody know how to prevent this from happening?
(And yes, I've disabled snapping in the multi-tasking settings already).
 
What software are you using for the display? Is it just a slide show of static images?

As in, you you just do a slide show 'full screen' rather than displaying your content in a window?

I guess basically what I'm asking is could you set up Screensaver slide show and just activate the Screensaver to rotate your images full screen.

Is it like a shop window display?
I'm just trying to envisage what you are trying to accomplish.

You could run the game windowed but you'll still have the window /title bar visible

Honestly you need to let go of what I'm doing, as that really doesn't come into this.

Open any folder in Win11. Click the title bar and drag it to the top of the screen, so that the title bar is off-screen and mostly not visible.
Then let go of the mouse and watch the title bar pop-down to full visibility.

This is the issue, and I'm asking if anyone knows how to stop it from happening. The contents of the window is irrelevant.

I'm just trying to help you out, and I cannot do that without a bigger picture of exactly what you are trying to accomplish.

I mean a second monitor might be an option so you can have the game full screen on one, and a visible desktop on the other? But it's impossible to speculate.

Consider it 'let go' and good luck getting advice with that attitude!

I'm not looking for a workaround. I simply wanted to ask if anyone knew how to stop the title bar from snapping back into place. As I explained in my first post.

No need to get emotional about it (you were the one who derailed the original question).

It started happening with an update about 6 months ago or so, I've not bothered to deep dive but I've not found a simple way to disable the behaviour - doesn't seem to have been added as an option in the UI :( , it is mildly annoying.

EDIT: Apparently it is a fundamental function of 24H2 and can't be disabled :(
