Google "gpuz" . It is a small program will confirm the clock speeds on your graphics card.
Get gpu-z from here:

Run it, apply your oc, on the 'sensors' tab click the drop down box and pick 'Show highest reading' for gpu core clock and Memory clock, but don't close it.
Launch a game and play part of a level-not a cut scene or sitting on the menu, exit and check gpu-z matches up with what you set.
