How to tell what parts need upgrading

so my computer is slowing down and i’m thinking of rebuilding, but i’m wondering specifically what parts need upgrading. I’ve heard GpUs and CPUs can last very long but other parts not so much. Is there a way of finding out what I need to upgrade and what still works?

Although I think (hope) maybe the GPU can be put into my next build. I just don’t know if it’s that or something else that’s not doing so well in my current one.
 
Depends what you mean by "slowing down"? Assuming it's not FPS drops in games then it could be the "responsiveness" of the OS? If so, the best way to make the same hardware feel snappier without spending too much to upgrade several components is by getting a SSD for your OS (primarily) and possibly your games (bonus). This way you don't even have to worry about adding my RAM unless your application needs demand it? Windows swap file performance when you move from HDD to SDD is notable.
 
i5 and 8gb of ram seem alright, id say get an ssd boot drive since it makes everything feel snappy. next i would say maybe upgrade your gpu to a 1060 or equivalent (or wait for next gen since pascal is pretty old)
your cpu should be fine for a while but slamming a 4th gen i7 in there in a year or so wouldn't hurt. ( i went from 4670k to 4770k and it didn't make that much of a difference in most games.)
your psu cpu cooler are fine for years to come.
 
I have an old i3 540, 8gb ddr3 as stated in my sig and I fitted a 30gb sata 3 ssd and installed windows quite quickly and seem to be running fine, so yeah an ssd is a must.
