This maybe a silly question, but what is the minimum to test if a CPU is working ok?

Obviously a test motherboard is needed with a PSU, but is anything else required?

Also ram and a GPU if the CPU doesn't have onboard graphics.

Will a HDD and OS be required?
Once the CPU POSTs successfully, you well have to do some stress testing.

Anything built into the BIOS is unlikely to be good enough, so you need to boot into an operating system.

This doesn't have to be a full HDD/SSD install, as a live Linux distro or Windows PE should do - as long as it has a program which can truly stress the whole CPU. While something like a compression program (7zip, or Linux CLI tools) can stress parts of a CPU, your probably also wants something with AVX instructional liked a media encoder etc.
