How well does fallout 3 run?

After trying to get oblivion running well ive just given up with it like i did morrowind the game just seems like it has been poorly coded.

Does fallout 3 run a lot better? how well does it run maxed out with 4AA 16AF on a e8400 at 3.3 and 4 gig of ddr 1066 ram and 4890?
 
With my setup will i get 60fps average and over? im upgrading to core i7 in the following weeks, and will possible add another 4890.
 
Ok thanks. What DLC is currently out? i have seen a add on disk in shops with 2 add ons, but ive read their are a lot of add on content out?
 
All these expansions are they on the new add on disk or do i have to download them off the net? The achievements can i get them for free or do i have to sign up for something and pay?
