As I can't see what model of Inspiron it is from here I'm going to assume it doesn't have 3g support built in.

You're going to need a 3g USB dongle or a 3g MiFi dongle.

correct it doesnt have built in 3g.

Try unlocked 3g dongle

Doesn't need to be empty, just unlocked.
If it comes with a SIM card, simply leave it in the box!
