How's this budget build?

Motherboard: Gigabyte GA-Z68P-DS3
CPU: Intel G620 Dual Core 2.6Ghz
RAM: Corsair 4GB (2x2GB) DDR3 1333 Mhz @ 9-9-9-24
PSU: Corsair 430W V2 CX
Graphics card: X1950pro (reusing old stuff)
Case: Bitfenix Merc Beta
DVD drive: LiteOn iHAS124

I already have a hard drive sorted thankfully. Altogether it's costing roughly £270. The only tasks will be web browsing and watching moving in HD, so nothing too demanding. Any amendments needed?

Its definitely PCI-E and not AGP?

not sure what ram you refering to, but if it is the xms3

the 1600mhz version is actually same price as the 1333mhz version
(OCuk pricing)

you can buy the faster 1s and they can work at slower speed.

Yeah, PCI-E. It should be able to handle HD video OK, right?

To be fair the motherboard has a HDMI output and you can use the HD1000 gfx built in to the Pentium to do that.
