HP Mini boot problems

I have a problem with a HP Mini laptop, as I have ROM drive I am unable to repair the boot however selecting Disable Driver Signature Enforcement when pressing F8 will allow me to boot into Windows. The problem is I do not see a boot.ini file on c:\ or in the Windows folder if it should be there?

It's a friends HP Mini and she partitioned the main Hard Drive that has the boot files on it and split it into two, since doing so she is unable to use the recovery option to reset it to default factory settings as the boot menu is corrupt. As said, I can't find a boot.ini file on the system so is there a way to fix this please?

Ok, I have created a windows 7 recovery disk with a USB stick however, when I go into repair for the startup it shows as no error still. I am recieving error: 0xc0000225 when booting the system and pressing F8 for boot menu and selecting Disable Driver Signature Enforcement is the only way I am able to boot into Windows. I'm guessing buying a 4GB USB stick or an external ROM drive is my only answer to repair this which will also mean losing the image to restore back to factory settings?

The error was caused by partitioning the C:\ drive.
