HP ML115G5 won't boot

It switches on, makes the usual racket as the fans spin at 100% but never gets to the BIOS boot screen.

So far I've tried:
- Removing the iLO100 card
- Resetting the cmos
- Removing all but one stick of the 2GB DDR memory, then swapped it for another in case it was duff.
- Removing all the SATA devices
- Unplugging and re-inserting the PSU connections

Any other suggestions?

iv had a lot of experience with them ml 110 up i have seen this a few times, normally PSU related or RAM they are very picky servers
