When installing the HSI heatsink, do you put thermal paste just on the tiny heat-spreader over the HSI chipset, , and whereabouts on the HSI heatsink itself?

What I mean is, on "Installation1 - Step 5", I'm not entirely sure what to do. The HSI chipset has a tiny core in the centre, which i guess is where you apply the thermal compound. And the HSI heatsink, it says apply at the bottom, but where is that; won't that put thermal paste all over the HSI Chipset, including its electronics?
