HTML / CSS only?

What is the best site i could make with nothing other thah HTML and CSS using only notepad and free software like the gimp for graphics?

I want to know or see what i can expect off a html/css only site, no java php, flash, Mysql databases etc... Most sites ive looked at seem to have some of these in and im only just messing with html and css now... Or are they a must?

you can easily make someting half decent, I am currently redesigning my website and have only used xHTML, CSS and Photoshop for the graphics. Going to using a mysql database though for the blog and my portfolio but at the moment it is html css and ps :)

MySQL/PHP is a common way to handle dynamic web sites. For your average user HTML/CSS is fine.

"Best" site is subjective to the target user base. Personally I like clean layouts without spoiling content with lots of adverts.
 
Surely it depends on your skill? If you're creative and know your way around GIMP you can easily whip some decent graphics up to go along with your well written HTML and CSS.
