HTML files without proper icons in Windows

I've noticed for a while that any .htm or .html files I've made myself don't have the icon of the program that runs them, in this case Opera. Excel spreadsheets have an icon that identifies them as Excel spreadsheets, same for Access, Powerpoint etc. I just see a blank icon and even if I change the default application to say IE7 then still no icon. Even keeping Opera as the default icon but nabbing the icon from another program won't work.

I've patched Windows with the UXTheme patcher (nLite) and I'm using the XPMC theme with the Tango icon pack. I tried removing the Tango icon pack and restarting but the result was the same, just XP's default "no icon icon" if that makes sense.

So any idea what I've done to cause this? Or what I can do to remedy this? Any suggestions gratefully received. :)
 
Couldn't you just use the Windows File Types menu to bring the icon back?

So My Computer > Folder Options > File Types
