I currently use an mxq Andriod box with kodi on it to watch some tv , and also have it linked to the home network so it can access movies etc that are stored on my Gaming PC via the network , but with it this way i must always have the PC turned on so i can access the media ,, and also i find the MXQ box can be very slow in the menu's at times , so i think its now time for me to make my first HTPC.
But before i start doing anything i have an xbox one here sitting here not being used , would it be any good as an HTPC , and if so how would i go about extra hard drive storage for it , can you add extra hard drives to it ??
Or Should i just make or buy a dedicated HTPC to suit my above needs.
And if so then how much should i expect to spend.

Why don't you buy a NAS so all media can be accessed on that with no need for the computer to be on. That's what a lot of us do here
Would i be able to install the likes of Kodi on it and stream content from the NAS to a TV via HDMI ?
and also download content from the internet to the NAS ?
excuse my questions if the sound "Noobish" :) but this media server / NAS is all new to be , from my eyes they are all like forms of a computer , which means no matter what i choose it will always have to be turned on ?

You have a number of ways you can deal with this. The most expensive is an HTPC with enough internal storage for all you media, a cheaper option is keep the Android box and buy a NAS for media storage, these are low powered and designed to be always on.

i have now just installed kodi on my laptop and have wired it up as my media centre in the living room, and kodi seems to be working smoother on it than it was on the mxq box ( as it should do) so i think i will try the laptop as my media centre for a week or so as the laptop is never used anyways, and i will concentrate on making or buying a nas so my main pc does not always have to be on, then once that is do i will revisit buying or making a media centre for the living room..

So whats people suggest for a NAS . something not to big / or power hungry and will prob have a max of 4 disks.
